Still, better than confiscating and returning devices, which wouldn't go over well.

IMO, the class time should not be used for text messaging. If there is some kind of critical emergency information the student needs, the parent/guardian should call the school office. PIO1980 is right about the texts being stored until deliverable.

The problem is school wide. Even when my wife sits across the street, not on school property, she can only sometimes get her texts, while waiting on the kids.

Since use of the jammer is illegal, discussion should end there and the device taken out. But I will still empathize with the teachers. A handheld phone in the hands of a school age two finger artist is an a obsession.

Ok now that sounds bigger than just something a teacher has in their desk. They are now infringing on more than just the kids use now, neighbors parents and teachers are all getting blocked even on private property.

If a kid is caught playing with their phone during class the phone should be taken away from them and returned at the end of the day. Give them detention to boot. I don't see anything wrong with that policy.

Oh the dilemmas that come with modern technology!
Of course there should be rules regarding phones in the classroom and consequences for braking the rules.
But..... I think if I were the teacher I would use the fact that students are so engaged with their phones/ technology as a tool to keep their attention while learning.
Perhaps a history contest whereby each team could use their phone once to look up an answer.
Or use texting in an English/ composition class to emphasize the value of traditional writing in communication.
I'm sure there are plenty of ways to integrate the technology into the classroom in a useful way.

A while back when they were having all the wall st. protest, BART was jamming the signals in their stations and got in trouble for it. I just don't know who you would get in touch with about it, school board? and let them correct it internally.
I understand kids should follow the rules and that's fine. However, I see this as a safety issue, something could happen where as people would need their phones in an emergency.

Yes, kind of like when we had emergencies when I was in school. Those not thought of yet cell phones were indispensable.
