His point seems to be that opression opens the door to Federal intervention. Local tyranny vs Constitutional BoR, the Feds are the only refuge for the opressed.

Otherwise, it's a local campaign season here until tomorrow, the "supports Trump", guns& Jesus themes are strong. Thinly disguised white pride dog whistling from the sitting Govn'r re monuments and "way of life" defense echoes of the past from other candidates flying about, Rebel flags are on display, flying again, but not in campaigns I've seen. Wall to wall Republican ads on the tube and some interludes of the circular firing squad relieve the unrelenting pounding of "Trump, Trump, Trump, Trump, Trump".
