Is the Internet communications infrastructure, or strictly a business for profit?

Here, like broadcasting, it's a business for profit. Elsewhere, it's considered essential communications infrastructure.

Tthe FCC ruling which whell and other Libertarians would like to dispense with confers Common Carrier status on the internet.

As a common carrier, as opposed to a contract carrier, it is obligated to be neutral, with similar content exeptions I would suppose.
I assume satellite broadcasters are contract carriers.
