Because the purpose of church is to learn. As such it is tradition to dress modestly so that an individual doesn't draw attention away from the preacher. In many modern Christian cultures women still wear headscarves. Headscarves are also somewhat popular fashion accessories in the USA however we seem to have forgotten their religious roots.
There is a similar unwritten dress code for weddings. A woman never outdresses the bride. Never.
It's the same thing with schools. Schools generally have dress codes that limit what students can wear. Those rules try to establish an environment where learning is the focus instead of a fashion contest. Some schools go so far as to have uniforms.
