I went back and looked at it. It appears they were quoting something that appeared in the Wall Street Journal. However they added the note [per day]. That didn't appear in the original source. It isn't stated, but it seems to imply that that is a per year number. Also the range is given as 10-30 billion, not 20-30.
That'll teach you to go quoting from that Commie Liberal Huff Post site.
