Not while staying inside the lines, he can't. But I expect arresting far fewer than 40 members of the House would get him his wall.
As long as the Senate won't convict on impeachment, why need he stay within the lines? As long as Barr says he has the power, why not use it to avert electoral disaster?
Do you think if the gloves came off along the lines I outlined, the Senate would vote to impeach? Or would the majority remain corrupted and/or cowed?
And the other little problem--what if the Senate did impeach, and he refused to go? Then it's a question of which way the Army goes. And the Army is pretty authoritarian, lots of Trump support in the Army....
The first step down this road is convincing the public that many House members are Enemies of the People. How's that working so far?
