I suspect you're misinformed here. This is actually good news, and demonstrates that both domestic AND foreign industries continue to see America as a good bet.
Trump - according to
Cato - has not made any specific statements that criticize foreign investment in the US. To the extent that foreign investment might result in US jobs, Trump's statements to date would suggest he'd be in support of a deal like this.
To the extent that Haribo's products would be available for US consumers - which seems likely - that would align with increased competition and consumer choice, both positives and not in conflict with any of Trump's policy statements that I'm aware of. To the extent that Haribo's US produced products would be exported, even better since that might decrease the trade imbalance.
Try to keep your sweeping generalizations about "American schizophrenia" under a bit of control please.
