This is split screen. To see what happens immediately before the shooting, and the shooting, watch the lower right screen starting at 4:40.

Intent to kill is established earlier when the two officers who shot drive up to the scene and twice attempt to hit the suspect with their car, after announcing that intention. I think a case can be made that they chased him with intent to shoot him.
