Biden cannot out fund raise Hillary and neither can Sanders. Therein lies the problem. But they can smoke her out of her cocoon and make her actually say something significant instead of the Giuliani campaign act.

Yep. In the post Citizen's United political climate, funding is everything.

As to Hillary's reticence, why interrupt the hair on fire meltdown of the GOP that is Trump?

Maybe, but it's starting to feel like spending a bunch of money is looked down upon & Hillary had a lot to do with it.

I thought I just read today that there were "normal" donors starting to hold back from the Clinton campaign....(maybe I misread)
