He works for Booze Allen Hamilton, just like Edward Snowden did.

I worked with numerous Booz Allen contractor staff while in the government and didn't much like any of them. I generally thought BA to be a body shop that helped Federal agencies put a warm body on a project (at great expense), but the people were nowhere near as smart or productive as they thought they were. FWIW, the same goes for SAIC. The government would be far better off hiring and training Feds than using these body shop contractors.

Some agencies do it more than others. Some use precious little help from the outside in terms of support service contractors. Others use/abuse it routinely. The Corps of Engineers and the Nuclear Regulatory Commission are examples of agencies who develop most of their talent in-house and use it for critical work/projects. The DOE, security agencies, and a few others almost act as little more than pass-throughs to a contractor workforce. In fact, walking down the halls of the headquarters of DOE and some of the security agencies, you simply wouldn't know who was a Fed and who was a contractor, except by coding on their badge.
