So much for fighting agains big government spending. The good person in me sees a boss giving a reward to loyal and hardworking employees. The cynic in me sees a representative just greasing the wheels in case he or she comes back as a lobbyist.

Private corporations do the same thing. I don't recall ever having a manager that didn't spend his annual budget come hell or high water. This stuff happens whenever people are spending other people's money. It doesn't matter if the flag in front of the building has stars and stripes or a corporate logo. Or in modern America, both.
