Don't they do that here already?

If you don't pay a fee and get a tag the dog gets picked up. If you are fast enough you can go to the pound and bail it out, pay a fine and keep your friend. If you don't get there in time....

No, they don't. As a matter of fact, people in this country get away with beating, starving, and abusing animals for far too long before anyone does anything.

Why?

Because the animal is their property.

People get away with animal abuse because other people put a low priority on it. There are laws that exist against abuse but somebody has to notify the proper authorities.

Our fab five feral cats are marked and if animal control picks them up the just turn them lose. They would like me to tag them but when I sent in the money the last time they refused saying they needed rabies shots. You catch them and I will pay for the shots, but I am not going to trap them, the last time was too traumatic for the cats. Maybe our county is more humane? When the neighbour said she wanted to kill them they politely informed her she would go to jail.

The local cops around here don't mess with critters...except for pit bulls.

If you have one of those, they'll stop by your house daily and threaten to put you in jail until you finally get rid of it.

But we have pretty good cops. They ignore as much trouble as they possibly can.

Sounds like that was a local issue, and an expression of local values. Are you now against local democratic choice in governing.

There was a time D-Ray when I thought it would be cool to live in San Fran for a year or two.. Not anymore -- I voted with a moving van to get FAR away from all that..

I'm only matching a single Chinese city to a single US city so that we can't smugly sit here and ding the Chinese for their totalitarian leanings..

And I'm only against local control in the sense that people then get the idea that those laws can "propagate up" the chain of laws and eventually affect EVERY locale via state and federal involvement.

If I had confidence that this "slippery" power was ACTUALLY reserved (ala 10th Amendment args) -- I'd just laugh it off. But since the Feds don't see ANY LIMITS to their powers -- I do worry a lot...

But the public wisdom is that "as goes California --- so goes the nation".. For Gosh Sake --- I sure hope not..
