The major obstacle to a better tax code ...
... is Congress itself. Taxbreaks for thoroughbred horses, brewers and NASCAR operators that Congress is still fighting to support. WTF???

It's gotta be a tough sell on this board to argue against a tax cut on beer.

Not completely. John Schumer for some unfathomable reason wanted a NASCAR track in upstate NY, and John Kerry was frothing at the mouth to get the beer tax cut (Sam Adams anyone?).
