Well, no. The story is that the Soviet Union simply fell apart from within and the Cold War ended because one side essentially vanished. There was no "negotiation" between the East and the West to end the war.
I'll bet this "committee" was so "secret" that there's no record of it anywhere so we only have PCR's assertion that it even existed. This post is nothing more than a plug for a new book by a guy that hangs out with Alex Jones and who gets nightly visitations from the shade of Andrew Breitbart.
