The 2nd does not grant anything, rather, it merely puts forth the notion that people ought have the liberty to protect themselves whether that be from a tyranical government or a fellow citizen. It is a natural right of self-preservation.

I agree with that notion, but a national standard for such is unknown to me. The consequences of exersizing self defense varies widely, to include the penalty of using our unethical for-profit justice system.
