The Constitution was written because of what the preamble says. All those States left to their own devices in "the Confederacy" were a total screw-up, the government was broken. At least the Framers were more modest than people today, they wrote ". . . to form a more perfect government . . ". If it were to be written today it would probably say " . . . to form the most perfect government . . ."

Oh yeah we the people are so clever at regulating our own society, that's why the economy went into the toilet.
