To the extent that James Earl Ray acted as part of a larger conspiracy (if he did), I think a more compelling case would be Hoover and his ilk wanting to keep race relations right where they were prior to the civil rights movement.

Frankly, it's far from inconceivable that Hoover was behind all 4 assassinations. He absolutely hated the Kennedys, Bobby in particular, and, as you say, wanted to preserve segregation and Jim Crow. Malcolm and Martin were a threat to that, particularly as their positions on key issues moved closer to each other's.
