As I understand it those were only there to forewarn potential troublemakers. People who would enter an establishment and misbehave, make a scene. It was not intended to be racially or otherwise discriminatory, per se.

So how can any State refuse to acknowledge a legally performed marriage of any other State without being in violation of the Constitution? Considering how greedy most are they would even refuse to recognize at heterosexual marriage just to collect the license fees.
