Heating turbine blades uses more energy than is produced.
Flexible composite blades have been tried up here with small turbines, still doesn't make it through a winter. I've not heard of inflatable bladders being used, but that's worth a look.
In general, mechanical stuff just don't work good in extreme cold. Rubbers and plastics tend to shatter, lubricants turn to glue. Drive a car once at -40F and you start to understand.
