Opioid addiction reason for lower workforce participation?

I've been trying to fill four positions and have had about seven or eight recruitments so far.
No one can pass the drug test.

Others in my department have the same problem.
I offer no suggestion as to why this is. I just know that is the experience I and others in my department have had.

Are they failing for pot or other drugs? Lots of people use pot, like booze in social settings but would never use it during work hours.
