That sort of thing is potentially murderous for anyone with a pacemaker.

I think most people going through this are misinterpreting it. It's really high tech stalking by proxy. The people around the target are being used as ammunition in a psychological warfare campaign due to mind control technology, used on them.

Unfortunately, it may take a target several years to figure this out because the ultimate explanation is so unbelievable.
