I'm thinking it should be the Navy, because they could fly a corridor from San Diego to the Gulf. They'd only have to drop two bombs, about 45 minutes apart, and hopefully hit the island each time. Knock those Cartel shanties across the Rio Grande down, with corrugated tin flying through the air.

A huge international uproar would ensue. The investigation would take years, then a congressional committee would convene. An apology would be issued (the Navy chastised), but the planes could fly just north of the Rio Grande a couple of times a day the whole time.

Move the loudspeakers up and down the border as needed. (i figured out how to spell 'border' finally)

You need the President, the House, and the Senate all agreeing the time is now. Standard political wisdom was there were no votes in this issue, just big chances to pass people off. Took Trump to decide that was useful.

Reagan was quite vague about border issues. GHW Bush started the NAFTA corridor. GW Bush started the DHS, the defenders of the corridor.
