While Germany's democracy does give each citizen's vote equal value, I wouldn't necessarily call it better functioning. I think both governments respond to the "will of the people" given that each people's will is different. Conflicting wills give us the compromised governments we live under.
Often times the "will" belongs to the group which can exert the most pressure...for instance who can consistently bring a large crowd to the streets.

Governments have many times been chastised and overturned by the will of the street.

A very democratic approach to really serious issue is the referendum.
