The 2008 law states all those from countries other than Mexico and Canada shall be entitled to a hearing if they are possible victims of human trafficking.
The "fence" has nothing to do with it.


The border will never be secure enought for the Tea Party. I mean a 2000 mile border can never be 100 percent secure.
