Precisely.

And this "investment" has paid off for them handsomely for better than 30 years.

But those chickens are now coming home to roost.

It's interesting how Republicans like to point out that is was mostly Democrats that were racists back in the day, and then go into complete denial when you confront them with the fact that they lured virtually every racist Southern Democrat over to their side with their Southern Strategy.

Not to mention they also roll out old Abe Lincoln's bones when confronted with it as some sort of defense. Sorry 'pubbies, Lincoln would be run out of the party on a split rail these days by the slobbering 'bagger caucus.
