I don't see it that way.
With the Lefty's in DC endorcing the Flea Baggers, I don't believe for a second he wanted to arrest them.

BTW, Rham isn't on board. He's using laws to silence the protesters. He's hoping to keep them from creating an encampment, and that the arests will discourage them.. only he's not bright enough to realize it only pisses off the masses more.
