No outside government policy, guidance, resources, is ever going to solve the problems in the inner cities black communities. Ever. You can keep trying until the end of time the same as you have been trying for the last 50 years, and you have made things worse.
Eventually the black community will have to decide what they are willing to put up with. Ostracize the criminal elements, demand discipline in schools, demand that fathers take responsibility, quit having children that the government has to support, etc.
You can babble about it forever, say that other people do it forever, have politicians visit from their gated community forever, and it won't change shit.
