Sounds more like a marriage of convenience and certainly yet another revenue stream for Tesla. Since Tesla was first to the market, they have a lot of EV charging stations, especially in urban areas (I can only speak of of Norcal & Reno from experience). And Tesla does gouge especially by bumping up the rates between 11am and 9pm (or even later) depending on location.

So this helps Ford and GM by not having to build their own stations or depend on government infrastructure while providing Tesla additional revenues without having to invest much.

Lot of the suburban EV owners charge at home, so this only affects the city apartment dwellers.
