Actually, I'm not sure 'czar' is the best metaphor here. The comparison that occurs to me is to that authoritarian regime in Germany. 'Immigration Reichsfuehrer' perhaps? The portfolio would seem to fit the person who will lead the built-up 'removal forces' Trump recently alluded to.

He clearly thinks well of himself, and figures there's no real competition for this hot potato of a job....

Rex Tillerson, a man who is “dumb as a rock” and totally ill prepared and ill equipped to be Secretary of State, made up a story (he got fired) that I was out-prepared by Vladimir Putin at a meeting in Hamburg, Germany. I don’t think Putin would agree. Look how the U.S. is doing!
