WHO also made poor judgements. So what, they've made them before. Unfortunately, this is a big one. Trump is an an asshole, but most politicians are. What would you have done, say, at the end of January. At the beginning, in early November, if we knew, it would have helped. The Chinese government knew, but decided not to inform the world.
