Manafort is the center, and therefore the failure. Manafort has a long history (decades) of dressing up extremely bad characters for Washington. Characters such as Ferdinand Marcos, Mobutu Sese Seko, and the most egregious - Jonas Savimbi of Angola. Well, he was plainly dressing up oligarchs in Ukraine and Russia.
If you read the article carefully, and you have a good background about the hustler Manafort, then you have an understanding of reasons for the uncertainties and Mueller's hesitancy. Was Manafort just Hustling?

Mueller's hesitancy.
Read the attack on Mueller. Mueller after an exhaust inquiry could not please the angry ones.
My reading is that Mueller overtime was not certain about the nature of Manafort's collusion. One oligarch was complaining that Manafort had hustled him.

As usual, your response makes no sense at all. WTF does the Senate report have to do with Mueller?
The Senate report says, quite clearly, that there was collusion between the Trump campaign and Russia. Case closed. Lock them all up!
