He is not only compromised by his close contact with the Kremlin but he eagerly sought out covert Russian support in 2016.” Bergmann warns that “Trump is certainly willing to cheat again in 2020, and there is no doubt the Kremlin will do what it can to help him.”

Manafort is the center, and therefore the failure. Manafort has a long history (decades) of dressing up extremely bad characters for Washington. Characters such as Ferdinand Marcos, Mobutu Sese Seko, and the most egregious - Jonas Savimbi of Angola. Well, he was plainly dressing up oligarchs in Ukraine and Russia.
If you read the article carefully, and you have a good background about the hustler Manafort, then you have an understanding of reasons for the uncertainties and Mueller's hesitancy. Was Manafort just Hustling?

My reading is that Mueller overtime was not certain about the nature of Manafort's collusion. One oligarch was complaining that Manafort had hustled him.

As usual, your response makes no sense at all. WTF does the Senate report have to do with Mueller?

The Senate report says, quite clearly, that there was collusion between the Trump campaign and Russia. Case closed. Lock them all up!

The Senate Intelligence Committee’s report really is damning

Trump’s campaign was the only one in U.S. history to be so heavily courted by a foreign power. The Trump team’s great sin is that it welcomed Russia’s efforts. In the Ukraine scandal, Trump sought out foreign help. Republicans’ constitutional and moral failure was in refusing to object and even giving Trump cover to let foreigners manipulate our elections. Voters can render their verdict in November and decide whether our country would do better with patriots who would rebuff, report and expose such conduct.

No other major-party presidential candidate in history, I would argue, would ever contemplate selling out our democracy and letting a foreign power dictate the course of U.S. elections. The lesson from Trump’s betrayal may be that we cannot assume decent and honorable conduct by presidential contenders. We may need a law to prevent future Trumps from selling American democracy down the river.
