I thought "authoritarian" folks like Trump would have just directed their Justice Dept to approve such a merger.

He can't order the FCC to do so. The FEC needs to follow the law (the Administrative Procedures Act, among other applicable laws.)) Your Dear Leader can only whine and tweet about it (which he did).
